Congenital and acquired CNS affects 
Underdevelopment of the psychic sphere may be due to the birth ferment deficiency or organic brain damage in the prenatal, natal period or early postnatal development.

These include: oligophrenia or idiocy, chromosomal disease. There are 3 degrees of the oligophrenia: debility, imbitsility, idiocy.

Debility - the easiest, the multivariate degree of oligophrenia, characterized by the concrete imaginative thinking, an inability to develop complex concepts, synthesis of abstract thinking, behavior is imitative in nature.

Difficulties arise with learning - when you try to perform intellectual tasks, often arises pronounced feeling of mental fatigue, assimilation of new material is too difficult, impaired concentration. However, such a patients are well oriented in the normal household situations, they have well developed mechanical memory.
Patients with mild degree of oligophrenia are characterized by emotional changes: uncontrollability and instability, the fluctuations of emotions, euphoria and a tendency to flat, inappropriate jokes, irritability, and (or) outbursts of anger and aggression, apathy, changes in sexual behavior (hypersexuality or change of sexual preference).

It should be noted that although organic lesion of the psyche, such patients successfully master the simple specialities, adapted to the life in society.

Imbitsility - the average degree of oligophrenia. It is characterized by elementary concrete thinking, forming representations, but the formation of concepts is not available. Speech is inarticulate, poor vocabulary. With respect to non-robust forms of imbitsility patient, education in support schools is possible, to learn simplest life skills.

Imbitsils are often good-natured, obedient, hardworking, but can be vicious, aggressive, disinhibition of needs expressed in bulimia, disregard for personal hygiene.

Idiocy – is the most severe form of the oligophrenia. The patient does not interprets environmental events, produce only inarticulate sounds, performs repetitive, untargeted action, can not recognize the loved ones.

Emotional reactions are extremely impoverished and manifested in the form of anger, or shout when exposed to unpleasant stimuli. Such patients are helpless, in need of the constant care.

Frequently encountered chromosomal disorder - Down syndrome. It’s manifests in a combination of physical and mental retardation, endocrinopathies. Intelligent features are at the level of retardation or imbitsility.

Reduced memory, attention, perception, disorders in emotional and the will sphere. The clinic has heart disease, abnormal teeth, chronic infection diseases. Reason is in anomalous translocation of the chromosome 21 to the 15th chromosome.

Dementia – is the fourth leading cause of death in the developed countries and it represents a loss of intelligence, mental retardation. It is acquired, chronic, progressive disease of the brain, the hallmarks of which is the number of disorder of higher mental functions, including memory, thinking, orientation, learning, understanding, establishment of logical relationships, as well as the language and speech. Consciousness is not changed.
These cognitive functions impairment are usually accompanied by deterioration in the emotional control and social behavior or changes in motivation. This syndrome is also seen in Alzheimer's disease, Pick's, cerebrovascular diseases and other conditions, primarily or secondarily affecting the brain.

Thus, dementia – is a generalized failure of intellect, memory and personality, without impairment of consciousness. Organic causes of dementia can be atherosclerosis, arterial hypertension, the effects of severe head trauma, acute or chronic intoxication.

The common diagnostic criteria (symptoms) of dementia are:

- slight degree - reduced memory complicates everyday activities, there are difficulties with the fixation, reproduction and storage of information;
- Moderate degree – it is drastic restriction memory. New information is held only occasionally and briefly. The patient is unable to remember even basic facts - for example, can not remember where he lives, what he did a few hours ago, what are the names of close friends;

- Serious degree - is characterized by complete loss of ability to retain new information; patient don’t know even the close relatives, the total lack of obvious signs of intellectual activity.
Treatment

In the neurological center of the academician, doctor of medicine, G.S. Avakyan,  the scheme for comprehensive medical and herbal therapy suffering organic CNS lesions (mental retardation, dementia) in the presence inborn anomalies, has been developed.

Statistics

280 patients, aged 16 to 67 years, among them men – 162, women – 118 were monitored;
•  46 patients had inborn dementia (oligophrenia) with mild degree;
• 22 patients were observed with imbitsility, 4 patients - with an idiocy;
•  58 patients had vascular dementia, due to the transferred recurrent strokes;
• 68 patients has dementia, as a consequence of severe head injury in the past;
• 80 patients - with organic dementia in the background of marked atherosclerosis of the cerebral vessels, and 2 patients - with the Alzheimer's disease.

The main complaints of patients in the structure of this pathology in treatment are:


• sharp memory limit - 78%;
• emotional lability - 56%;
• intellectual disturbances - 40%;
• psycho-emotional exhaustion -44%;
• persistent headaches - 29%;
• dizziness - 60%;
• reducing of the professional skills - 12%.

Depending on the limitations causes of the disease, associated diagnoses, individual characteristics of the psyche of patient, the combination of medicinal and herbal medicines, their doses has been changed. A full course of treatment with herbs was 2 years.

Assessment of treatment outcomes was conducted independently by patients with help of specific questionnaires and by the results of neuropsychiatric status, rheoencephalography, electroencephalography, and NMRI of the brain, before and after treatment. The evaluation was conducted in the dynamics (3, 6, 12 and 24 months).

After processing of the obtained data, the results were the following: 3 months from the start of treatment in 82% of cases had improved cognitive function, in 71% of cases- improved memory, in 69% -  enhanced their professional performance and in 63% - reduced irritability and aggressiveness, 46% - appropriate behavior of patients recovered, 45% - have disappeared headaches and dizziness.

Contraindications to receive herbal teas : idiosyncrasy of medicinal herbs.

The mechanism of action

From the medicinal plants by the phytomicrospherical method were isolated active ingredients (lecithin, unsaturated fatty acids, amino acids, neurotransmitters, vitamins E, A, B1, B2, B6, PP, C, biologically active plant-iodine, trace elements Mg, K, Ca, Cu, Fe, 8e, tocopherol, silybin).
The main properties of these biologically active substances are:

1) The vasodilating action;

2) improving the rheological properties of blood and increasing of the brain and peripheral blood circulation;
